Maybe a bug, but with Extension Manager that's not really certain

I.e., if you are catching the EM_NSFNoteUpdate operation with an EM_BEFORE handlier, then the response note is not yet saved. That means it is not in the same NSF file as the parent note, because it is not in ANY NSF file yet!

If you are catching the event in an EM_AFTER handler, however, then I would definitely agree it is a bug.
